Elite Cards are any cards which are both very powerful when played and restricted to play. Typically these cards will require a resource that you control to be played, however they may require a form of alternate scoring despite this being less common.
In terms of what elite cards actually do, that varies enough to consider elite to be a sub-type of card rather than a type of card itself.
